Gorove/Slade worked closely with the development team, the Town of Leesburg, and the Virginia Department of Transportation to develop a phased plan to upgrade the adjacent roadway network to meet the needs of the center and to accommodate the continuing growth of Leesburg and Loudoun County.
A key element of this plan included the modification of the Route 15 Bypass/Route 7 interchange to include a collector-distributor road for the outlet center traffic. This collector-distributor road can ultimately be extended to serve three planned interchanges along the Route 15 Bypass.
Other elements include the expansion of the local grid to provide multi-directional access to the center, and the design and installation of traffic signals at key locations on the Route 15 Bypass and on the local roadways adjacent to the outlet center.
